Well, don't use the IEEE-SA PAR form, use the scope form from the 802.24
web site.
Lets schedule calls to discuss the scope. A TAG is special in that we
can schedule conference calls 5 days in advance.
If you want it approved in November, it needs to be submitted 30 days in
advance, i.e., probably by October 3.
The document is not particularly long and there is an example of the one
that was approved for the Smart Grid TG, 802.24.1
